Özet

ULUSAL EKONOMİDE ORMANCILIK SEKTÖRÜ: TANIMSAL GİRDİ-ÇIKTI ANALİZİ BULGULARI

ÖZET

Bu çalışmada, ulusal Kullanım Tablosu, Arz Tablosu ve İthalat Matrisi verileriyle oluşturulan ulusal endüstriler arası Akım (İşlemler) Tablosu esas alınarak, ormancılık sektörünün ulusal ekonomideki tanımsal durumu ortaya konulmuştur. Tüm bu matris ve tablolar, ulusal girdi-çıktı  (G-Ç) modelinin ya da yapısının bileşenleridir.

Ormancılık sektörü tanımsal G-Ç analizi bulguları, sektörün ulusal G-Ç yapısı içindeki yeri, katkısı ve ağırlığını ortaya koymaktadır. Ayrıca, sektörün ne tür girdiler kullandığı ve çıktılarının ne tür bir kullanıma konu olduğu da açıklanmaktadır. Tüm bu tanımsal bulgular, ormancılık sektörünün şu anki tanımı ve kapsamı çerçevesindedir. Ancak, orman kaynaklarının kamusal ve çevresel nitelikteki işlevlerinin (hizmetlerinin) ulusal muhasebede içselleştirilmesi, bu kaynakların ulusal ekonomideki asıl öneminin daha iyi ortaya konulmasına yardımcı olabilecektir. İşte bu noktada, pazarı olmayan bu hizmetlerin değerlerinin takdir edilmesi sorunu gündeme gelmektedir. Türkiye’de bu konuda çeşitli önemli çalışmalar yapılmış olsa da, özellikle uygulama bakımından henüz işin başında olunduğunu söylemek pek yanlış olmayacaktır.

FORESTRY SECTOR IN THE NATIONAL ECONOMY: RESULTS OF A DESCRIPTIVE INPUT-OUTPUT ANALYSIS

ABSTRACT

In this study, the situation of the forestry sector in the Turkish national economy is investigated on the basis of the national industry-by-industry Flow (Transactions) Table derived from the national Use Table, Supply Table and Imports Matrix. All of these matrices or tables are the constituents of the national input-output (I-O) model or structure.

Findings of the descriptive I-O analysis of forestry sector reveal the place, contribution and weight of the sector in the national I-O structure. They also show the types of the sector’s inputs and the destinations of the sector’s outputs. All these descriptive findings are based on the current definition and scope of the forestry sector. Nonetheless, internalization in the national accounts of public and environmental functions (services) of forest resources would help bring out the importance of these resources in the national economy more comprehensively. At this point, the issue of nonmarket valuation arises. Yet in Turkey, despite several important studies to date, especially the application of valuation is admittedly at the primary stage.
