Özet

This article interprets the booklet -el Beyan- which was published by an Egyptian newspaper in 1909, el Mueyyed, owned by Shaykh Ali Yusuf. The booklet covers the attitudes of the Shaykh Ali Yusuf towards Kanun-i Esasi, the reign of Union and Progress Party and the Ottoman / Arabian Chaliphate. Shaykh Ali Yusuf argues his thoughts against the claims of the newspapers which were in favour of the Union and Progress Party under three titles: "El Mueyyed and Kanun-i Esasi", El Mueyyed and the Caliphate" and "El Mueyyed and Izzet Abid Pasha". El Beyan features that Shaykh Ali Yusuf is in favor of Kanun-u Esasi however is not approving the military regime of the Union and Progress Party in the capital. The main theme of this article is to point out the importance of el Beyan as an example of Egyptian and Arabian nationalist thought about Second Constitution in the Ottoman Empire.
